This month’s Visa Bulletin brings long-awaited good news for international nurses and the U.S. healthcare employers who need them. After years of retrogression and stalled priority dates, several employment-based categories have finally moved forward and some are even current again.

Why the New Visa Bulletin Matters for International Nurses

The U.S. is still facing a critical nursing shortage. Many healthcare employers rely on employment-based immigrant visas (PERM-based green cards) to bring in qualified international nurses under the EB-3 category. When retrogression happens, even fully approved cases get stuck waiting for priority dates to become current again.  

This month’s visa bulletin provides some long overdue relief. In several key categories, priority dates have advanced substantially, and in some cases, they’re now current for the first time in years. Big News: EB-3 All Chargeability Areas and Mexico Now Current Under Dates for Filing

Under the Dates for Filing Chart, there are some major positive shifts that directly impact international nurses and their U.S. employers:

- EB-3 All Chargeability Areas (including most countries) –  
  Now current for the first time since April 2023.  
- EB-3 Mexico –  
  Also current for the first time since April 2023.  

For many foreign-educated nurses, the EB-3 category is the primary route to a U.S. green card. When EB-3 is current on the Dates for Filing chart:

- Nurses already in the U.S. in valid nonimmigrant status may be able to file Adjustment of Status (Form I-485) earlier.  
- Employers may be able to move cases out of a holding pattern and into the next stage of the green card process.  
- Families of nurses (spouses and minor children) may also be able to file for their own benefits sooner.  

For healthcare organizations that have been waiting on movement in EB-3, this bulletin opens a critical window to push cases forward.  

EB-2 India: Five-Month Advancement on the Dates for Filing Chart

Although most registered nurse positions qualify for EB-3, some advanced practice nurses, clinical nurse specialists, nurse practitioners, or nurses in higher-level roles can potentially qualify under EB-2 if the job meets the higher educational and experience standards.  

This month:  

- EB-2 India moved forward five months, to January 15, 2015, on the Dates for Filing chart.  

This is an important development for Indian-born healthcare professionals and employers sponsoring them. While it is not yet current, this forward movement means:

- Some long-pending EB-2 cases may now be eligible for further processing.  
- Employers with Indian-born nurses in advanced roles should reassess their immigration strategy to see whether EB-2 is still viable or whether an EB-3 strategy makes more sense.

Final Action Dates: More Categories Become Current

- EB-2 Mexico – Current

- More EB-2 and EB-3 cases can now receive final approval where the priority date is earlier than the listed Final Action Date.  
- Filipino nurses who are a key part of the international nurse workforce in the U.S. may see their cases move more quickly under both EB-3 and relevant EB-2 categories.  
- Organizations that have had I-140 approvals “stuck” because of retrogression may finally see approvals and visa issuance begin to move again.  

Why the Visa Bulletin Is Moving: A Note of Caution

The visa bulletin itself explains that these forward movements in both Dates for Filing and Final Action Dates are connected to immigration restrictions implemented during the Trump administration. Those restrictions significantly reduced visa issuance at the time, creating room now for sudden advances in priority dates as the State Department works with unused or underutilized visa numbers.  

However, the bulletin also includes a clear warning:

- If immigration restrictions are eased further, or  
- If demand for immigrant visas increases sharply,  

then future retrogression is possible later in the fiscal year.  

In simple terms: this progress may not last. Priority dates can move forward and then move backwards again.  

For healthcare employers and international nurses, that means acting strategically now is critical. Waiting too long could result in cases falling back into retrogression if future visa bulletins adjust the dates again.
